Cassius began his federal career as a Presidential Management Fellow under the administration of President George W. Bush, serving with the U.S. Department of Housing and Urban Development. There, he played a key role in helping develop a multimillion-dollar marketing procurement process, demonstrating an early ability to navigate complex systems while driving measurable results.
His national profile grew even further when President Barack Obama appointed him Regional Administrator for the U.S. Small Business Administration, making him the first African American to serve in that role for Region IV. Under his leadership, the SBA achieved five consecutive record-breaking years, delivering more than $30 billion in small business lending across eight Southern states—an extraordinary milestone that helped fuel entrepreneurship and economic growth.
In Georgia, Butts has earned the trust of governors, mayors, CEOs, and civic leaders alike. His leadership in major redevelopment and economic initiatives has positioned him as a key architect behind some of the state’s most transformative projects. As Chairman of the Fort McPherson Local Redevelopment Authority, he helped oversee the redevelopment of the 487-acre former military base, now home to one of Atlanta’s most significant economic engines, including the expansion surrounding Tyler Perry Studios.
